Bought a new rec. today for another room, went to act. and dtv says the card has already been issued in (another part) of the country. I have to take back unit/card for another one. I ripped the sealed envelope open myself, how can this card number be already issued. The unit was new, never opened. It was a blue card, is this a new type that I saw being talked about, and if so, makes it even stranger.

The blue cards aren't really new they have been around for while now. The reason people consider them new is that the original card swap was stopped while some legal issues were worked out, now that the legal side has been worked out they are once again swapping cards. You may be in a catch 22 as once the card envelope is opened retailers generally dont accept them as a return. One other thing you may want to check is to compare the card number to the CAM ID sticker that's on the outside of the back. I hope for your sake that these numbers match or you will probably be stuck shelling out $20 for a new card.

This is DirecTv's error, not the customer's so DirecTv should not be charging this $20 fee. Customers switch over to Dish Network just for the principal of the matter as I had switched one over just because of them trying to charge a customer $20 and would NOT waive the fee.

DIRECTV and NDS Announce Stay in Litigation

The companies further announced that DIRECTV will begin deploying a new conditional access viewing card, known as the D1 card, which contains technology contributed by both DIRECTV and NDS. NDS and DIRECTV have also agreed to discuss plans for future generations of conditional access viewing cards to be used by DIRECTV.

In connection with their agreement to stay the litigation, the parties have entered into specified commercial arrangements, which include resolving outstanding payment issues with respect to the P4 and D1 viewing cards.
