I live in a developement that will not allow antenna on the roof because I already have Dish500 Sat. up there. I live 50 to 55 miles from the Philly stations. Is there a solution for my problem?

Yes - put the antenna up there anyway - your HOA CAN'T restrict you from putting an antenna for OTA reception - see the OTARD from FCC - http://www.fcc.gov/mb/facts/otard.html . You can put as many antennas / dishes etc. as you want as long as they are for the reception of television. And as long as this is your stndalone home / or your exclusive use area.
BTW, once you install the antenna your HOA's only legal recourse is to file a request for a waver with the FCC. So far, to my knowledge, they have never granted one. Just install it the most aesthetic way that you can and be aware that a relatively small UHF antenna is all that you are likely to need.

Don't know about small. If your HD channels are all in the upper channel range, A UHF yagi is all you'll need, an on mast amp would benefit you.
I'm doing ~50 miles from the Houston's antenna farm and the only channel I have problems with is the PBS station, which is in the VHF band and is transmitting at extremely low wattage.
