Anyone know how strong (in dBs) each point on DirecTV's "signal stregnth meter" is?

ie: a reading of 95 is XX dBs or a reading of 50 is XX dBs.

Also just how much stronger is a "95" as opposed to a "90" and what diffrence will it make to rain fade?

it is a relative number, a 90 on a RCA receiver may be a 75 on a Phillips. A 90 on a RCA DRD430 may be a 92 on a RCA DRD435 or it may be a slightly different number on two identical models. It is a general indicator and you want to peak it on the receiver to gain the best rain fade protection.
