As best I can tell from looking at the data in:

Spaceway-1 is carrying little if any programming at this time. Why is this? Is it in essence at spot-beam in-orbit spare at this time?

There's some thought out there that it is going to be used for the new movie service Directv has been talking about.

From the data as of 2/24, it has two HD LiLs:
Ch 31 in Myrtle Beach DMA the UNC PBS channel.
Ch 11 in Tallahassee DMA the FSU PBS channel.
If they have the capacity sitting up there, why not launch the 19 markets that will be added to D12, then migrate them to D12 once its up and operational?
Maybe it will be part of the DirecTV Cinema "push" project for Netflix like movies.
I'd love to know what they plans are for the multi-million dollar bird that is hanging out like the cute girl without a date on a Friday night.
It has been like that for a while. I assume it has something to do with D12 going to 103 and using a fairly large chuck of the bandwidth SW1 had been using for spots for Conus tps instead.
Looking at some of the information available SW1's Tps are approximately twice the size of those from D10/11/12. Since D12 is using 16 conus TPs that leaves 8 empty tps or 4 SW tps or possibly less.
I don't know what exactly they need to do to reconfigure SW1 but moving most, if not all, of the channels off it may be required for that process.

maybe they will use the space shuttle to capture it, and bring it back and use it as a ground based spare????

That is correct. For d12 the conus tps will be KA high, take the place of spots from spaceway 1.
The Spots are ka lo taking the place of/working with the spots from d10.

So I guess that must mean that by having D10 and D12 co-located and each using spots in the same Ka-lo band, then they are able to achieve a higher effective spot beam utilization (more beams) from the same frequency band allocation in Ka-lo, than they could with just D10 alone? If so, interesting strategy as that allows them to "pick up" a lot of spectrum (Ka-hi) that had been used by Spaceway-1 for spots to be now used for CONUS beams.

The main theories are:
They could use it to push DirecTV Cinema/DoD content.
They could use it to help out DTV Latin America.
They could find a way to use it to bring locals to the last markets not served.
They could sell/lease the TP space.

It sounds like D12 is largely being used as a replacement for the spots on d10. When D10 launched there were some alignment issue that affected it's ability to provide locals. Theoretically with the proper setup they should be able to provide more spot coverage and more over all locals with 2 stats there to provide more spots but they aren't claiming an increase in capacity for locals with the launch of d12. They are still saying the same 1500 channels they have been since d11 launched.
Honestly, the spaceway sats never really used the KA hi all that efficiently. They didn't provide that many spot beams for local coverage given the large amount of bandwidth they had allocated to them. Given that they didn't have anything else to use that bandwidth it didn't really matter.
