The U.S Environmental Protection Agency has named DIRECTV a 2010 Excellence in Energy-Efficient Product Design winner. This award is presented to organizations in recognition of their outstanding contributions to reducing greenhouse gas emissions by improving energy efficiency and reducing pollution.
DIRECTV is the only TV service to receive this award.

All DIRECTV receivers — SD, HD and HD-DVR — produced since January 2009 comply with current ENERGY STAR guidelines. By the end of 2009, DIRECTV manufactured and deployed more than 10 million ENERGY STARŪ-compliant receivers in customer homes.

So is there a difference between a pre 1/2009 and a post 1/2009 receiver of the same model?

I kind of wonder about that myself. Don't all DirecTV receivers basically stay on all the time, for purposes of guide data retrieval and software updates? Certainly the DVRs are the worst offenders, since they have to be on and recording even with the front panel lights are off.

I guess if the power reduction is overall and not just on standby, through, then all the better.
