Does anyone know how many college football games are on the FSN's. Also how many of those are usually blacked out.

Last year, most of the Fox Sports Nets would carry the same game or two. They were blacked out once in a while, but since they were on my local FSN, it rarely mattered.
But you didn't ask about the non-Fox Regional Sports Nets. My memory is that Comcast SN, Empire, NESN and Sunshine were a richer source of OOM college football, and again, they were rarely blacked out.
Using last year as an example:
There was usually one or two "national" games on the FSNs. This would include a Pac-10 game and sometimes a Big-12 game or a second Pac-10 game.
As for individual games, you might get Arizona or ASU games on FS-Arizona, Washington-WSU-OSU games on FS-Northwest, and UCLA-USC games on FS-West2. There are also small-conference games on Empire Sports (NY), MSG (NY), Sunshine (Florida), Comcast-DC, and other assorted RSNs. You could also see next-day replays of a few teams (Florida, Florida St., Washington) on the RSNs.
Note that Big Ten, Big East, ACC, and MWC football games on the RSNs will be *blacked out* out-of-market, since these conferences have deals with ESPN and their GamePlan package.

That's right, you really need the sports pack if you want all the college football games, usually one or two national games and one or two regional games. A good rule of thumb on blackouts is if its on GAMEPLAN (which is a requirement for any true fan) it will be blacked out if its not it won't be. You will find some rare exceptions.
I know all too well about Subscribing to ESPN Gameplan. I have missed many key S.E.C. games on Saturday afternoons on Jefferson Pilot because the game would be blacked out in my area because a Local Channel was carrying the game and untill last christmas my area didn't have local channels. We Finally got locals in my area and now this season i won't be shut out of the J.P. Game of the week. Yay!!!!!!
