NEW customer deals?

Where are new customers getting the best deals on programming/equipment right now? He would likely need two HD receivers. I have a friend who is with DISH and is thinking of switching to DTV when he moves out of his current house. I assume the only way to get the $100 referral payment for each of us, is if he goes directly through DTV? DISH wil charge him $162 to get out of his current contract- does DTV do anything for DISH customers to buy them out of their contract? Probably not. . but thought I'd ask.
