I live in NW New Jersey..I can get New York locals + distant cities packages(ex la,superstations).. Why cant i get Philly locals too? Is it because its too complicated for dish to sell or is it a legal issue.. I can get distant networks

This is how Dish Network does it.
You qualify for local stations if you live in a market where local stations are available. You live in the New York market, so New York market stations are available to you.
You also qualify for distant channels. Dish Network only allows you to pick from six cities: Los Angeles, Atlanta, Chicago, Denver, Miami, and New York. Since you already have the New York channels as a local package, you can pick from two of the other five.

Greg,
Dish does not offer Miami as a distant city any more. Only the other 5.
See ya

Thank you. I'll have to remember that. :)
The point is that Dish Network, nor DirecTV, offer Philadelphia as an out-of-market local package.

The point is that Dish Network, nor DirecTV, offer Philadelphia as an out-of-market local package. The distant network cities are available anywhere. All the other locals are on spot beams. Where you happen to live you are probably capable of getting the Philly spot but they're not gonna sell them to you if you're not in the Philly DMA.
