Where do you get the Avia TV Tuner DVD?

I keep hearing that the Avia DVD will help you set your picture so it is best.

Where do you get it?

How much does it normally run?

Have seen a couple of versions out from Avia. One is available from Best Buy and one from Amazon.com that seemed to have more a bit more on it.
