No core programming? Only international?

Is it possible to not have any core programming package with Dish? I'm thinking about only keeping international channels and maybe locals?

Is there an additional fee for no core package?

If you OWN your receivers, you can subscribe to "less" but there will be an added Service Access Fee ($6 I think).

If you LEASE a receiver, the minimum programming options are spelled out in http://www.dishnetwork.com/downloads/legal/DHA_Agreement.pdf
Note that "other qualifying international programming" requires $10 locals only sub. The $10 covers the price of locals AND avoids an additional Service Access Fee.

Your best bet is to ask a CSR, but locals may not be a "maybe". W/O locals, an owned receiver would add $6 access fee, making locals only cost an added $4.
