Phoneline Question on directv

so my moms receiver does not get a dial tone The Jack is plugged into the Back My receiver on the other hand is fine So what could this be I had 2 phonelines in my house now i just have one Could it be that The other receiver is hooked up to that other dead Line Someone tell me what too do i wanna get this fixed
