Does dish Share Revenues on PPV's? If so that would make it impossible to offer a programming tier that includes all of the PPV channels for free. Are there contract limitations on PPV's?

PPV will never be offered for free. In order to do so, they would charge around $1000 a month or so, just because of the fact thay PPV means Pay-per-View

Actually a lot of "Pay Per View" movies are actually all day movie events and you can view the movie over and over again all day for only $3.99. Plus, you can still tape a PPV with a VCR and I think you can record a PPV to a DVR all for just that $3.99 charge.
the only limitation is in the contract negotiations between the service provider and the reseller. In this case the reseller is Dish. If Dish bought universal rights to resell for a fixed flat fee, then they theoreticly can sell an OPEN PPV package for some large ammount. Say $49.00 or $99.00 a month for open PPV's. If the contract is a shared revenue contract, then they may have to sell it at four or five bucks and Dish keeps a buck or two, and the studio gets a buck or two.
