I see that my locals (Flint, MI) may be added soon, but may require the use of a Superdish. Question is, will Dish provide the Superdish free for reception of locals?

Yes if you agree to sub to at least AT50 with locals for 1 year.

Yes but if you do not want CCAP you can pay $25 for S&H and agree to 1 year of AT50 and locals or AT50 and HD pack or above.

Could you sighn up for Creditcard Autopay then cancel it later ?

After Dish sees people posting on the different forums about getting credit card autopay to save the $25 and cancelling it later that they will probably require credit card autopay for a year as a result.
