We got our supposedly 'free' dish for the local channels installed over two weeks ago, and now a bill comes in charging us $60 bucks for a 'free' dish.
Whats up with that? (I hope it is a mistake.)

If you subbed to locals package at the time you ordered the free dish (61.5 or 148 location) and there is at least one minor local that requires the free dish, then there is a big mistake. Call them up now and get this charge taken off.

We did. Also, We did not order the second dish right away. (We had locals since mid April) The second dish was installed on Sept 10th.

The only other question I can think of:
Did you call Dish Network to arrange a second dish? Or, did you simply call a local company and ask about a second dish?
If it was Dish Network directly, then there is a massive problem. If you only called a local installer, they have the right to charge you.

Nope. Just called DISH directly.

Perhaps if you contacted the FCC or whoever made this ruling in effect to where they were required to give you a free dish at 61.5 then they will contact Dish and I am sure Dish would be in trouble for this. Wouldn't Dish get a HUGE fine for doing something like this?

If requested, Dish must install the dish without any charges whatsoever... not even a install fee. It even says so in their training material which I got several months back. (Note: I only got the pages which covered local markets.)
FWIW: If a DirectTV local market is served by 119 instead of 101, then DirecTV has to supply a dish that points to both 101 and 119. I think, however, that those people just get a triple-LNB dish or a dish that can be upgraded to receive 110. One of the markets is Las Vegas.
Addendum: I remember in some of the filings that by adding the additional Dish at 61.5/148, Dish admitted that they could therefore offer additional programming.

This doesn't make sense. What does it say on the invoice on the line-item for the $60? I'll bet it doesn't say "Free Dish."
