With the Directivo dual tuner setup, can you hook the receiver to 2 televisions and watch different programming at the same time?

Quick answer is No, unfortunately.

The dual tuner functionality allows the one DVR to record one live program while watching another, or record two live programs while you watch one that is recorded.

The video output can be used simultaneously, but will show the same video (e.g. connect the cable to one TV and the SVideo to another).

Given the loss of revenue in being able to do that (you wouldn't have to pay for a second receiver mirror charge), I doubt it will ever be a feature.
