Even though C-SPAN 3 can't be added as a PI channel, can it still be added to just a standard package without PI status?

You mean like C Span 2? I beleive they have to get permission to retrans C Span 3. I think it is encrypted on C band.

It's transmitted as a digital feed on the same xponder as II, on C4/19, as well as cable co. digital "bouquet" on G10/20 But, I understand that as long as a provider is using I & II & get permission, it is FREE for them to pick up III.
