Directv local packages better??

Does Directv provide more locals in the large markets than Dish? In the Chicago DMA, Dish does not carry full power independent WCIU-TV 26 while Directv does, carries extra PBS channels plus WCPX-LP 38, a Pax affiliate. Dish isn't carrying all those, is there a reason why?

It doesn't really make sense to carry Pax stations since they normally are the same feed as the national Pax on satellite. Directv originally refused to carry them I thought and now they seem to be the ones carrying them and Dish does not!

It matters in my market because PAX shows college basketball in the winter and college football in the fall, yet dish still doesn't carry it.
