Ok, now I am considering purchasing a used 721 receiver. Some of the sellers on eBay tout these models as having no PVR fee. Is this true? Even for a used receiver?

Presence,
Absolutely, all DVR's that were released before Dish's about shift on DVR/PVR fees are exempt, except for 7100 and 7200 receivers since the 71xx series are a joint project of both Microsoft and Dish.
The Dish receivers that are exempt from DVR/PVR fees are 501, 508, and 721.

This PVR fee, is this over and above the 9.99 fee you pay for basic HD programing?

The pvr fee has nothing whatsoever to do with the HD package fee.

That's right, why would you get a 721 DVR that can't record or tune HD,if HD is what you what to record. If you want to record and or watch HD with a Dish DVR then you can only do that with a 921, NOT a 721.

D Tivos record not based n station and time but show name like survivor and if its a new episode or rerun. When a show moves or expands the name based recoding moves with it.
Its actually very nice espically when a shows timwe get changed or a episode supersized.

That's right Bob. The rumor YOU just started right here in this thread. Can you point to any facts that substantiate your rumor? I've seen all the chats and don't remember Charlie ever using the phrase you just mentioned!

I heard that he said Not at this time also. When they announced all the new dvr fees on the 510 etc he said he would not be charging a fee on the existing 501/508s or the 721s at this time. That implied to me that they will be charging a fee in the future when they add the name based recording features in the middle of the year.

Your welcome Bob. When you are right you're right.
I fully expect Charlie to use the TV guide / Gemstar guide software to give us our name based recording(like the tv guide plus numbers tied to the show itself) and he will want to charge us for it. Didn't he pay like $181 million to settle the Gemstar lawsuits? You know Charlie is going to make that up somewhere. Besides I doubt he will use Tivo software . Where talking about the man who won't give an inch to Viacom on negotiations, so I expect to see a dvr fee on the old receivers in exchange for this new ability.
