"greyed out" features are not enabled yet, they are for "future upgrades"
( when? I don't personally know)

721 does have instant weather and open tv is supposed to be in next software version
721 is expensive but no dvr monthly fee

you do not have a phone line? ask customer service about that (not sure if they will let submit your cell phone as a substitute)

i want to know is there a way to get out of teh $5 fee every month just because its not connected to a phone line can i take it to my neighbores once a week and have it call out or can i do something to not get charged this without getting a phone line of course? Dish has your phone number tied to your account. When/if you dialed out with your neighbor's phone line, Dish probably has "caller ID" of some sort on their end. They *might* think the receiver is being used at another location, which they frown upon (it's against the term of service, actually).

I believe from you post you are not a DHA customer so you shouldn't even have a 522 on your account. The 522 has a $4.98 Dish Video on Demand fee if you are not subscribing to Americas Everything Pak. Being a 2 tuner receiver it has a $4.99/ Mo. fee for duplicating programming on the second receiver if it is not plugged into a telephone line 24/7. The receiver is supposed to be designed to check for phone line connections and report back its connection status if there is no phone line it cannot report back so you have the $5.00 fee.

turn your receiver off at night and you should get your guide download then
you also have to have 110 signal to get full guide update
