Why am I getting 119's spot beams?

I am in New Jersey which is split into the Philadelphia DMA (8 counties) and New York City DMA (13 counties).

I am getting TPs:
25 with a signal of 56
29 with a signal of 65
31 with a signal of 68

Will there be anything on these spots for us in NJ?

Spot beams cover areas that are quite large, ranging from 400-800 miles in diameter, the further north you are the more the curvature of the earth spreads the spot. That is why they can only reuse the same transponder in different spots more than about 5 times going across the US (not counting AK and HI). Guesst, think about the areas which will have their locals uplinked on 119. Even though you are in New Jersey, there are quite a few areas around you which will get their locals from 119. Namely, Providence; Springfield, MA; Hartford-New Haven; and Wilkes-Barre. DirecTV doesn't care if the spot beam spills into New Jersey.
