Is the Outdoor Channel having probs

I had a chance to see it on my local cable, and it keeps repeating this cycle:

Picture is green and rolling
Goes to black with blue text "Application Starting"
Goes completely black and starts rolling
Normal black with "Application starting"

The time I saw it was around 11:30am CDT, and it probably could be fixed by now. Did this happen on other cable channels and DISH and DirecTV too?

Do you have a digital cable box?

No. I have a DISH myself, but I was in a place that had cable, and the Outdoor Channel was on channel 46. We don't have digital cable in our area yet.
