Hotmail msgs not being received?

HOTMAIL MESSAGES SENT TO OTHER HOTMAIL ADDRESSES

I have hotmail and my messages are NOT
received to hotmail accounts.

I have sent hotmail messages to 3 other hotmail addresses
and even though my hotmail account said "message sent"
the hotmail addresses I sent them to did NOT receive the messages.

however if I send a hotmail message to a address that isn't hotmail
that message IS received.
also messages from NON(hotmail addresses)
seem to be received into my hotmail account ok.

I know this is NOT my filter or the filter settings of the hotmail accounts
BECAUSE all the hotmail accounts(I'm speaking of)
ARE set to "low filter" setting AND receive mail from "everyone".
(NO blocked addresses)
(even tried adding the hotmail addresses to safe list)

I am wondering if any other hotmail users have noticed this or have tried sending a hotmail message to another hotmail address.?????

I am NOT the only one experiencing this as several of my friends are having the same problem.

I have no idea how long this has been going on,
perhaps quite awhile, since ONLY HOTMAIL TO HOTMAIL is not working.

I did report this to hotmail, only a form reply from tech support so far.

UPDATE

For any Hotmail users

well the hotmail to hotmail messages finally arrived after well over 24hours

hotmail tech support did say they are having a latentcy problem with internal mail

and that they are aware of the problem and are working to resolve it
