Closed Captioning

I like to watch music videos with closed captioning so I can read the lyrics and listen to the song at the same time. When closed captioning is available for a video, [CC] appears in the video credits. MTV always has the captions for these videos, but MTV2 doesn't at all. The [CC] is there but there aren't any captions. Does anyone know why the captions don't appear on MTV2?

Either MTV2 doesn't have them (most likely) or DISH isn't broadcasting them (very unlikely as it's illegal(
