A friend of mine just got a new dish and HDTV D* receiver hooked up. He took advantage of a deal that provided "default" receiver, dish, etc. Although he gets very strong signal (90's) he gets pixelation every now and then. SD channels are fine apparently.

I don't know a lot about his setup yet since I haven't been over to see what he's got, but I was curious if anyone else had similar problems. I doubt it's a bad receiver since SD looks good. Any ideas?

I believe the pixelation is less a signal strength issue and more a source encoding
issue. You'll usually see the pixelation in high motion scenes which require more
bitrate than directv is using for that channel.

Is it any one particular channel? Check the signal strengths on all transponders on all satellites. Since you didn't say which satellite the strengths were tested, I suspect that the pixelation is occurring on a channel from either 119 or 110 birds.
