I currently get my locals, but not the HD channels of NBC or CBS. Why can we not get these when Directv doesn not offer the local HD channels in our area? Seems like we should be able to get the HD without using an OTA antenna?

They are currently dealing with this issue in Congress with the SHVIA. You can get NBC HD or CBS HD if you live in an area with an owned/operated NBC or CBS station.
You'd know they'd have to make it difficult.

Or you have waivers from your local stations to allow you to get DNS.

I get my locals through Directv now. What are the chances that I can get waivers to get the HD channels? How do I go about trying?

Call DirecTV and ask. Anything said here would be conjecture.

I have waivers for all 4 nets. Not speculative at all.
Ask Direct to apply on yer behalf initially. If you are declined, then contact the station personally and ask to speak with the head engineer and/or the head programmer. Plead your case with them and let them know you want waivers to get the HD channels from Direct.
Unless your local affiliates are complete horse's hind ends, this technique will work. I live in the Columbus, Ohio DMA and I have obtained waivers for not one, but all four nets. Also, I have done this twice as I have moved with in the past year.
