What exactly are the must carry rules for stations? The Chicago low power station WFBT 23, will become WWME-TV 23 in January and no longer be a low power station. Does this mean Dish should carry it now that its no longer and LP station? Directv is already carrying the show and has since last summer I think.

I believe that the station has 75 days after the first day it broadcasts its new, full power signal to make the must-carry election. Once the FCC declares it eligible for must carry, it can then force DISH to carry its signal. However, the station must provide a "good quality" signal to DISH at its own expense. If it does not provide a good quality signal, DISH does not have to carry it.
