That's way too generic of a question. What's the problem?
Call Directv you should qualify for a free install.

What model dish is that? Can it really receive two sats from those locations?
Is it a Channel Master Gain Master dish? If so, it only receives 101, 110, and 119. Or is it this one. http://www.solidsignal.com/prod_display.asp?CAT=Antennas%20DirecTV%20Dish&PROD=ODDTU87
Like any multisat dish you have to have the mast perfectly plumb and then you need to set the tilt of the dish for your location.

I live an apartment and per apartment regs I can't ground the dish. So, I have the dish mounted on a pole in a concrete bucket of about 100 lbs. I'm trying to get 95W & 101W satelitte. The tech doesn't have a birddog or other sophisticated meter. Can it be done without a birddog. Please, let me know.

Go here and pick the 85 and 101 sats from the drop down list.

Then enter your address to get the azimuth and elevation angles.
