When will DIRECTV add Distant UPN feed for small markets
without local UPN Affiliates?
NEVER.
Also UPN most like may not be around much longer now that Enterprise has been cancelled.
I think DirecTV has made its feelings clear about UPN. Back when Voyager was pulling down 4 times the ratings of Enterprise, it just p***ed away sale after sale to E* by denying UPN access to rural markets. A problem it could have fixed at a literal push of a button. It just does not care. With Enterprise gone, there is no reason to worry about it now.
As to UPN's future, who knows? If UPN dies, its affiliates, many of which are owned by NEWS Corporation (Fox) are left showing old movies and reruns in primetime. I think UPN's future comes down to does NEWS think it can make more money down that path than it can with UPN niche fare.

I second the statement of NEVER. D* has also made very clear that it will NOT even have distant WB. So, if you like WB and UPN programming and you don't have a local affiliate.. I'm sorry, but you are SOL, unless you are with E* and subscribed to their superstation package.

Gee, if I had a quarter for everytime people ask this...
D* is NOT (most likely) going to add a "distant" UPN anytime soon.
If you MUST have a UPN &/or WB, you DO have options.
Add an E* receiver & sub to superstations, to supplement your D* prog.
(yes, it will cost you $5 + whatever SS's you take)
"Move" your account to another DMA that DOES offer a UPN/WB affiliate - this way, you would NOT have to pay anything extra to have a UPN/WB.

Excuse me, but Directv does provide a national WB feed to certain markets w/o a broadcast WB. Tyler, TX and other markets in the eastern and central timezones get WB39 out of Miami.

A friend I used to work for is now at WWOR UPN which is owned by NewsCorp (also owns Direct TV).
He said they have a contract on paper to put WWOR up to market with NO over the air UPN option. The contract has not been signed by anyone yet, but they do have all the legal terms worked out by the lawyers.
This shows that they ARE still looking at the UPN Option.
He mentioned something about a National Network and a Super Station. I am not sure how you could call it both, unless it is a new feed just for Direct TV.

I'd hope Northland UPN will be added to DIRECTV Subscribers in the Duluth/Superior area by the end of this year?
