Is there a rule/law/understanding that if the cable company (or satellite provider) offers a boradcast channel in SD, and they have the capability to provide it in HD, then they have to at no charge to you?

I was wondering if this is why Dish offers CBS-HD at no extra charge or there was some other reason. Thanks

yes can all local hd channel ota on dish 921 like nbc/abc/cbs upn/wb/ can these be recored in hd

Dish offers CBS-HD if you qualify for it But you have to have a dish at 61.5 or 148 in addition to your primary dish. You also have to subscribe to the HD pack.
With the coming of digital TV, IMHO cable and satellite providers will have the option of providing HD or not. HD is not a mandate.
