Dish recently applied to the FCC for use of the lower 500 MHz portion of the Ka-band frequencies at 121 W using the E-9 satellite. The company currently holding the license for these Ka-band frequencies has filed to surrender them and E-9 has the capability to use them. This initial application is only a Special Temporary Authority but Dish plans to file for permanent use of these frequencies. The link is provided below and the application includes some interesting information on the Ka-band capabilities of E-9. If I interpreted the data correctly, Dish may be able to use this capability to more easily transmit Alaska and Hawaii locals back to their main uplink centers in Arizona and Wyoming/Colorado.
