How do you get a PBS Waiver to recieve the national PBS? I tried the website and the have a form for the regular networks but not PBS. Also what are the chances of getting granted. I was able to get granted for the other networks!

Do you have PBS available from your locals via your DBS provider ? If so, you are not eligible, period.

Are the cable companies supposed to follow the same rules as Dish for PBS? In RI, Dish only offers channel 36 (Providence PBS), while Cox offers channel 2 and 44 (Boston WGBH) in the "basic" package in addition to 36.

the areas that have no PBS have a mirror of the Nat'l PBS already.

Rule is if A PBS station is available, even if you don't want locals, disqualifies you from Nat'l PBS
