While temporarily in Canada, I kept my DirecTV subscription running and put up a satellite dish. Fortunately most of my 'locals' are on the 'national' beam and I can receive them. However the PBS channel is not and this is the one major network that I am missing. Does anyone know how I can get PBS (without 'moving' my address)?

You definitely need to "move".
If your true locals are on a national beam, you can only have either New York or Los Angeles. The networks provided for these two cities on national beams are only the four majors, and in the case of Los Angeles, the WB.
Since you are technically receiving service from New York, the national PBS feed would be blacked out, as you are receiving a local PBS. The national PBS feed is for those without a local PBS on satellite. You would then have to "move" to a market where DirecTV doesn't offer a local PBS available on satellite (for DirecTV, examples are Harrisburg, Green Bay or Toledo), or where DirecTV does not offer local channels (like Utica, Watertown, Bangor, and Presque Isle).

Or, get StarChoice or Bell Expressvu. They carry PBS on their systems.

The whole point of using DirecTV is to avoid the Canadian channels and content restrictions.

Besides PBS, you will get CBC and all those other great channels too.
