My sister lives in Portage County, Ohio near Ravenna and would like to switch from getting Cleveland locals to Youngstown. If she "moves" on paper to the Y-town DMA, would she be able to recieve the locals spot signal from Youngstown where she lives?

I know where that is. "Moving" won't help.

Youngstown requires a second dish, pointed at 72.5. If your sister had this dish and the associated switch, along with the advanced program guide receivers, then yes, she could move. However, it is quite doubtful, unless you can find a way to buy and install the equipment.

Having grown up in Akron, I would much rather have the Cleveland locals instead of Youngstown. But, I have no connection to Youngstown.

BTW, totally off the subject, but have you ordered your Motor City Bowl tickets yet? The Akron Zips are going to a bowl game for the first time in their history! I think that I'm hallucinating... :)
