My DMA (Terre Haute, IN) does not have either a WB or UPN affiliate. I therefore qualified to receive the distant network feeds from New York. However, I would rather receive the UPN and WB from the nearby Indianapolis DMA (Big Ten basketball and football games are shown on ESPN+ on the WB channel). Has anyone had any success with a similar situation? I called E* and spoke with a CSR and she told me 'no', but before I play CSR roulette I wanted to check here, where the knowledge is much more reliable.

"Enhanced Locals" is the service you seek. Unfortunately it isn't something that roulette will fix. You'll get the stations automatically if you live in the right place.

i checked on a list i found ( http://hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-262083A1.pdf ) and it appears that the station I want is in that list. But I don't see it reflected in my channel lineup. Am I looking at a correct list?

That's the first step. E* cannot carry a channel unless it's on "the list" for your county. But carriage is optional. E* doesn't have to carry the channels.
When they do decide to carry a SV channel in your county you should automatically get it as part of your locals.

Have you tried an antenna? WTTV 4 Bloomington/Indianapolis has good signal over much of the area.

with my current antenna I can get the analog signal, although very fuzzy; but I cannot get a lock on their digital signal. I don't have a rotor on my antenna, which would probably fix the issue. With my current antenna set-up I can get all the networks (with the exception of the station in question) without having to change the antenna position. If I ever get an HD DVR then having the OTA in a set position would be preferred, as I wouldn't have to be concerned with making sure the antenna is in the correct position before a show is to be recorded.
