With the 622 can you get out of market HD's if your market doesn't have them in the market your reside in? Example: I live in a TV market where only one network affiliate (CBS station) broadcasts the network programming in HD. Am I allowed to get a distant market for ABC, NBC, Fox HD signal? If so, is there an additional cost since I would already be paying for the locals and one of Dish's HD packages?

You can have any channel you can receive on an OTA antenna. (I have a ViP-211 and can get an out of market station OTA and it works fine - The 622 should work the same.)
Distant HD via satellite is a disputed issue. E* is not offering distants other than CBSHD at this time. Out of market HD via satellite hasn't even been mentioned.
