The US Copyright Office has issued a report on the effect of sections of SHVERA to copyright owners. The good news is that it opposes the idea of adding a copyright fee to LiL channels. The bad news is almost everything else. The report advocates expanding syndicated exclusivity beyond superstations into distant networks. It advocates higher statutory copyright fees for the supers. And it recommends reducing the number of subs eligible for distant signals.
