Can I paint my dish so that is blends in with the house?

Yes.
Flat.
Use a latex paint.

Use a rag soaked in mineral spirits or turpentine to wipe off the surface of the dish first, then let that dry before painting. Do not use the turpentine-soaked rag on the plastic LNB or any other plastic parts. Do not paint the face of the LNB.
