This is a localized question but I'll ask it anyway in hopes that someone from the Sacramento/Stockton market has the answer.
I'm rather surprised that FOX in TV Market #19 is not available in HD. I believe Tribune Broadcasting owns KTXL Fox 40 in Sacramento but what gives. Why is it missing from both DTV and Dishes HD Channel lineup? Anyone have information on why and when?

Thanks for the reply. I couldn't imagine FOX in both Seattle and Sacramento (larger TV markets) missing from Dish and/or DirecTV. I was starting to wonder if I should invest in some OTA equipment. :)

I even tried to get a waiver, and fox 40 turned me down =( Not even the LA feed is an option. On the bright side, when you filter by HD channels 656 comes up, as if comcast sportsnet west will be HD =) go Kings!
I have been pestering both the local station and D* about this issue since April. The last I've heard is that the negotiations are getting close to being done. They are expecting it to be up by the end of the year, but who knows?

I got the chance to speak with the Director of Engineering at KTXL in Sacramento (Fox 40) and he summed it up for me. He said they're fighting to have Fox 40 carried uncompressed... Apparently they’ve been in direct talks with DTV... He didn't mention whether or not an agreement had been reached just the issue they are fighting for. It's really a shame; I guess I'll need to spend some time and money on OTA gear!

If that's the issue, I don't know how they are going to resolve that one. As far as I know, for the locals in just about every market, D* is compressing the OTA MPEG2 stream into MPEG4 and not encoding MPEG4 from the original source. I don't know why they would want to make an exception for a "dinky" little station. I'd love to see the highest quality, but if they stick to this, looks like stalemate to me. I hope it gets resolved.

Luckily, all of the OTA broadcasted NFL games have been available on ST. As the MLB playoffs continue more games will be on FOX vs ESPN. Luckily my Cubs were out of it on May 1st this year.

You look familiar to me packfan909! To follow up, looks like an agreement is in the works. Sounds like they’re 1 button push away from being on DTV… I've heard by the end of the year. I will continue to keep my fingers crossed.
Fortunately, my TV has a ATSC tuner, so I can still get Fox HD that way. I hate having to switch back and forth between my D* receiver though. Just hoping OTA gets activated on the HR20 or FOX40 HD gets going - either one soon.

I'm considering doing the same and having an external OTA ready for when DTV makes OTA available on the HR-20.
My TV has an ATSC tuner built into it already but I'm not sure it's worth the hassle yet. We'll see once 24 starts how motivated I get to have OTA.

I have the ATSC tuner, but I could not install the speakers. I would be watching the OTA broadcast live and listening to the SD Sat broadcast which is a few seconds behind.
I'll just wait for the OTA to be turned on. And I will avoid asking when as someone already does EVERYDAY!!!

I should note, my source was the Chief Engineer of Fox 40 (a fellow SBC member). I'm willing to admit I MAY have misspoke though. I just re-read his email to me and he stated that they wanted to carry Fox 40's broadcast at a different resolution. He DID NOT say that they wanted to carry it uncompressed so my bad.
I think this was a Tribune fight, NOT just a Fox 40 fight...

Are ANY Tribune-owned stations being carried in HD? I saw a post on avsforums which said that DTV and Tribune reached an agreement on August 1 but their lawyers were still reviewing it (bad sign).

I wish I had that option, but the Seattle Fox station transmits from a location which is blocked by hills from me. Oh well, there's always SD.

The first time I talked to someone at FOX40 was in April when the other locals went live. They thought they were a couple of weeks away from getting the contact hammered out. Hoping for something soon, but not holding my breath.

Now when that's going to happen or what's holding it up -- that I don't know. I was having horrible picture problems on the other MPEG4 locals yesterday. At this point, I think that getting OTA working on the HR20 is more important. I don't have OTA hooked up to my secondary receivers, so I would like to see FOX40 added at some point.

I will assure everyone that the way these carriage contracts are signed, this completely has more to do with Tribune wanting carriage of ALL of their stations, not just the four FOX affiliates that are currently unavailable.

This was bothering me for a long time, but since I've had the HR20, I have noticed that the MPEG4 broadcasts from Sacramento are not so good. OTA will be fine for me, which by all accounts should be soon.

Overall, the PQ is okay, but intermittently the picture will completely scramble for me - more than just pixellation. It has happened on different stations. I have never noticed this on OTA either with the HR10-250 or my TV's tuner.

That's an MPEG-4 encoding issue that we're seeing and I've been told, by several TV engineers in this area, DTV will be resolving the issue soon since the Sacramento/Stockton DMA is pretty high up in the food chain.
I don't see the encoding glitch on NBC. I don't watch enough CW and CBS to observe any issues on those channels.

YES!!!! House was SD last night and today I saw it, though the guide data has not followed. It's about time! Now if only the HR-20 could allow me to crop out the black bars via stretch or zoom on the HD channels I could hide all the SD ones and stop my wifes confusion.

This probably won’t apply to all but I wish you could have the GUI on the HR-20 display in 4:3... My TV will actually allow me to do that on HD channels that are running SD (4:3) content. It works great! Except for the fact that the HR-20 GUI gets cropped out! :)

I don't think you're crazy at all. I was watching football this weekend thinking the same thing. Not sure what there native resolution is but my guess is they're using a newer MPEG-4 encoder at the uplink.

It would be interesting to compare what you're seeing via DirecTV versus the original off-air signal. That is, are the problems being discussed being caused by the MPEG-4 encoding, or present in the source?
During sports, you should see less blocking on Channel 10 and 40, because they are 720p stations. Channel 3, 13, 31, and 58 all run 1080i, and it tends to block up during sports or other fast motion. Also, Channel 3 and 13 both have subchannels, thereby reducing the available bit rate for the HD stream, making the problem that much worse.
Another major difference between 40 and the other stations is that the HD encoder is located at the FOX network center, while other stations must encode the HD locally. Technically, the results could be the same, but if the network people are a little more savvy about setting up the encoder, the results may be superior. And while 40 does run a subchannel as well ("The Tube" music videos), the bit rate of that is groomed by the network feed. That is, if the network feed needs more bits, it will steal them away from the subchannel.
Has anyone noticed a change in the quality of the MPEG-4 feed recently? Seems like right around New Years, the quality dropped off something crazy for me. Its really noticeable when watching football. There's a ton of digital artifacting/noise in the score bars at the top and even in the grass. When you're zoomed in on someone, its not nearly as noticeable, but when the camera's pulled back to show the field....ick.

This thread is a bit out of date. Fox 40 (in HD) is on the bird!
Picture quality needs improvement at this point (as reported on another thread).
Seems like the Sacramento/Stockton HD locals have taken a hit recently. Both KOVR and KTXL have had issues.

I have had email dialouge with D* over the past week about the quality (better said lack therof) of the local HDs. I finally got this response from them earlier this week - nothing since.

I have also checked web forums and DIRECTV forums for this local area and I see a consistent pattern of complaints about the quality of FOX and NBC. I cannot confirm that this is indeed an issue that we are having with our rebroadcast or if this is indeed an uplink issue from the network.

Any information that you receive from a technical forum is strictly user input and in no way reflects DIRECTV troubleshooting methods or technical policy. I felt that this certainly needed to be escalated to our National Command Center for follow up as all troubleshooting leaves problem unresolved. I have personally done so and this ensures that someone will look into the problem.

Are you saying that all the programs should be in HD? The few shows I've recorded (House, college football bowl games, NFL games) have all been in HD...
Addendum: I found the college bowl games to be of lesser video quality than other HD programs, especially the top of the screen did not look sharp to me.

Update for this thread... It appears that Fox 40 (KTXL Sacramento) replaced a bad encoder late last week.
HD picture quality appears to have improved dramatically. Anyone have conflicting reports?

From what I've heard from the manager at 13, there is a [big] problem in the valley. D* isn't using much more than rabbit ears to get the same OTA signals we get, from the stations. 13 has planned to send theirs through fiber to the D* office. They are "lucky" to be close enough for it to be cost effective. FWIW

Update for this thread... It appears that Fox 40 (KTXL Sacramento) replaced a bad encoder late last week.
HD picture quality appears to have improved dramatically. Anyone have conflicting reports?
You know, FOX 40 DID look a lot better last night!! When watching AI, it was very noticeable compared to AI from last week! If I saved recordings I could have compared better, but, I'm sure it looks better:) Thanks for the info. Too bad we had to suffer through many weeks of football with it that way:mad:
