I just installed my HR20. I noticed that I can't flip from one tuner to another like I could w/my DTivo. Is this what the "dual buffer" is that I see so much?

yes, you have it right, dual buffer means switching

Pretty much. The HR20 only buffers one channel at a time, so if you change channels it will start the buffer all over again with the new channel you tuned to. Only the HR20 itself controls what each tuner is used for.
