red dots on MPEG 4 locals

Lately I have been getting red dots on my Boston mpeg 4 locals. By red dots, I mean flashing red spots that come and go all over the screen.

When I checked, I had low signals on 99 and 103 satellites.

Any ideas if the two are related or is it an encoding issue at D*?

Just saw that one, I guess I am not alone. Service is coming tomorrow in any case to check the low signal levels.
