I have one of the earlier Dish receivers and have just acquired two legally owned 311 receivers from a friend who has cancelled his Dish account. Both of the receivers are missing the smart cards.
Will Dish if requested, reprogram my existing smart card from the old receiver for the 311, or do I have to request a new one?
Also, will they issue or sell me a new card for the second receiver?
Thanks,

The 311 receivers do not have cards. The are on an internal chip. Hook the receiver up to the tv and press menu-6-1-3 to go to "system info" This will tell you the ROO # and S00 # to activate.
This goes for all new receivers: 311, 211, 322, 622, 625, etc...

My 311 doesn't have a smart card. There is a slot for one but I believe the data that would be on the smart card is internal. :)
HOOK it up to the TV and Press menu 6 - 1 - 3 It is on there I promise. The slot are there but they are empty. I put them in 7 days a week. unless you have removed the internal chip it is there

As has already been explained, the 311s have internal built-in cards... BUT, your post begs a question.
If you just bought these from a friend who just cancelled his Dish account... why did you not ask him about the cards? And presumably he would say "I never had any, and the receivers worked just fine" or perhaps he knew they were built-in because he had just been using them until cancelling his account, right?
I'm just curious as to how this wouldn't have come up prior to or during the actual purchase.

My friend gave me the receivers at no charge. These were the two newest of a total of four. I did ask about the cards, but he said he could not recall why the slots were empty, but at best he knew, thought the receivers were in working condition when disconnected. His divorce from Dish was not a pleasant one as they debated the issue of his motor home requiring a separate account.

To answer the second question, in the event you actually needed them, sell.

Next week will be my first visit to the residence since I received your post. One more question. Is the on-screen guide on the 311 any more attractive the older receivers?

Sure, any young face looks more attractive the old :D.

Not always P. .. - older faces often could be more atractive than the younger ones :)
Often it can depend on how they are being looked after ('em faces) :D

You think that's bad, but Dish doesn't even seem to know about this!
I spent an HOUR on the phone trying activate my account with a 311. After 3 people tried to transfer me to 'another department' who tried to get me to buy a $60 smartcard, I finally asked for a supervisor. (I don't know why they kept asking about my stupid smart card when I was giving them a valid S #) After politely explaining that this receiver never had a smart card and was activated for someone else (I hadn't had dish for YEARS, so I wasn't 100% sure of the technical details) I JUST WANTED HIM to activate my receiver. It erupted into an argument as I wouldn't let him transfer me again, with the supervisor (yelling) do you have a smart card or not. I said "NO, but I don't think I NEED ONE! Do ALL of your receivers NEED a smart card? He said, "YES, almost all of them do." I said "ALMOST isn't ALL is it... Please activate my receiver."
