Forgive me if this has been covered, but :
When viewing output from the 622 ANALOG connections on TV1 or TV2, and the RF modulated connection to TV2, in single mode, the SD picture displayed looks to be about a 3:3. Using the FULL or JUST mode on my 16:9 tv makes the picture 4:3, not the full 16:9. This is true for the analog outputs in dual mode on TV1 as well. The RF signal to TV2 is 4:3 in dual mode. The picture size from HDMI and Component is fine. Does this sound right? I have tried all the TV size and resolution settings, and it does not change.
The Format button (*) on the remote will cycle through the various zoom modes. See if that gives you what you want.

the coaxial TV2 out will only output 480i, and will never be widescreen. However, your TV1 outputs, if connected to a 16x9 television, should display HD material in 16x9... (ive never tried the composite yellow, but I know S-video works).

I think I have figured out why they do this. So SD and HD can both be displayed on TV2 in 4:3 mode, although it seems they could make the HD letterbox and SD full screen on a 4:3 TV, instead of SD 3:3 and HD 4:3. Also if TV1 is 16:9 on HDMI and Component, why not on TV1 s-video and composite?

TV1 is 16:9 on S-video... check your setup...
If you are running in single mode, which it sounds like you are, and on TV2 will look like 3:3, just hit the star key on the remote (*) and it will change aspect ratios to fill the screen.
if you are running in dual mode, you should be able to set this up once, and never change it.
