I have an extra brand new 622 in the box, can I just sell it? I am not offering it for sale here, just wondering.

Contact Dish with the Receiver CAID and the Smartcard information. Tell them that the receiver is for sale on E-bay (it is - isn't it?) and ask them if the receiver is elligible for transfer.
I think Race is asking do you own it or does DISH Network own the receiver?

I agree with Boba ... the answer to the question of if you can sell it is how did you get it.
If you paid for it (not the $149/$199 lease upgrade but paid in full) it is yours to sell.
If you leased it (paid a lease upgrade price) it belongs to Dish Network.
If it fell of the back of a truck someone else owns it.

I think the question is probably its own answer... If the original poster owned the receiver, he would know it... and wouldn't need to ask. I know that I always know when I own something vs finding it on the street vs leasing, and so forth.
Incidentally, how is it "extra"?

We upgraded to the 622 when it first came out. They sent one out UPS and then weeks later when the installer came he brought one with him. No mention was ever made of the other receiver. It has now been months and the receiver is still sitting in the box untouched. Should I just call dish and ask about it?

Somewhere some "file clerk" is probably wondering where a missing receiver is.

Absolutely call them and let them know. Firstly, you are on a lease program so Dish owns the receiver you are using now. Secondly, you were errantly sent a 2nd receiver meant to be on a lease.
This situation would be, to me, like finding a wallet on the street that has $100 in it and identification (driver license, etc) of the owner. Do you keep the money or contact the owner?
If I find $5 on the street and I didn't see anyone drop it... then I'll take it and not feel bad about the find... but if there is ID with the money or I see the person drop it, then I make an honest effort to contact the person to give it back to them.
In this case, you know the receiver was erroneously delivered either by Dish or through their installer (don't know which was the "extra" one) and you know how to contact Dish... so call them up and let them know. I am sure they will issue a return tag so you can ship it back to them at no cost to you... and you'll feel better about having done so.
