At 3:15 A.M./ET, on Sunday, Oct. 6, 2002, I attempted to vote but was shown that I could not do so. I am registered. Is there a problem with DBSTALK.com?

I tried again. Here is the message I'm getting:

DS go to the main page and logout. Then after you are logged out close your browser and come back and log back in.

That error means that the server can't read the cookie from your computer (Or you might have some kind of cookie eater software on your computer)

You might be able to PM Mark to enter your votes for you manually. :)
