I am selling my old R15 DVR. Should I include the access card in the sale?

You can if you want but the new buyer more than likely will not be able to utilize it.
D* has gotten extremely strict on re-activating access cards to new or different accounts.

Ebay is a wonderful place. I was told by a D* CSR to destroy it when I sold my HR10-250. It is of no use to you or the new owner.

no use. Directv will make the new owner buy a card from them. Unless...you have a card in the original shrink wrap that was NEVER activated.
