I am getting 2 transponders showing weak signals on 99. 5,6 I think ranging around 50's-60's in strength

I believe Tulsa gets locals from the 99, so you may be seeing the edge of that signal

Yes this is correct. I tested this by changing my service address to a 2nd home which is in the Tulsa DMA. I had Tulsa HD locals for about 3 days out in western Oklahoma. Once I saw OKC was lit up with a few stations in HD I switched it back to my primary residence.
