How much of the HD programming is actually new programming and how much is the same channel simulcast in HD mode? I'm trying to decide if paying another $20 (HD programming ) + 6$ (DVR fee, which presently I don't pay)
+ 13(to rent an HD box) -- essentially $40 more a month, is worth it in terms of getting new channels. I have only the top 250 plus locals, no premium channels, so a lot of the HD channels I apparently wouldn't be receiving. Is the new programming (less than 20 channels) worth paying almost as much again as what I'm presently paying for 250 channels?

I'm not sure where you are getting your numbers from... The Dish (assuming we are talking about Dish network) HD package is $20... and the DVR fee for a ViP622 is $5.98 per month.
There is either a $6 lease fee or a $6 additional receiver fee depending upon whether you lease or own the receiver.
There is a $5 fee for the 2nd tuner if you don't connect it to a phone line... but if you connect to a phone line, then you don't pay that.
Channels like ESPN and ESPN2 are simulcasts... meaning that some shows/games are HD but are the same content on HD vs SD otherwise.
Other channels like HDNet, HDNet Movies, DiscoverHD, FoodHD, all of the Voom channels, for instance contain unique content in HD to those channels.
There's probably more unique content than there is duplication of content from the SD channels by that basis of comparison... but I'm not entirely sure that it is a comparision of any value.
OTA networks like CBS, ABC, etc. are simulcasts too... so you aren't getting new content from the HD vs SD couonterparts there.
