I lose the signal for the bay area locals every morning at 7am and it comes back on at some point in the middle of the night. its been happening for weeks, anyone else have this problem?

What are you getting for the transponder level from the 103 SAT tp #2?
I'm about 100 miles away, but get "your" tp quite well.
I think it's "your system" since if all of our members there had the same thing, we'd have "heard" more about it.
Let's start with the basics and see what level you are getting and then go from there.

I am not getting any signal on 103, I am checking it via my h20 through my slingbox and am not getting any signal on 103 network 14

Since this is an H20, this adds in another factor. The software for it doesn't give the correct reading.
Does it say "zero" or "N/A"?

Because you don't mention problems with other content, I'm going to ignore cabling issues. It is remotely possible that whatever your dish is mounted on is heaving when the sun hits it, but that's reaching.
