Sunday Ticket offered for ALL calls?

I called support today to finally get the fourth cable run from my dish to the bedroom. The installer didn't run all four lines even though I have a HR20 in the living room and an R10 in the bedroom, he stole the line for the second tuner for the HR20 so I've been living without dual tuners on the R10.

That's not the point of my post though, the CSR on the line offered me a deal on Sunday Ticket, is this SOP for any call you make to D* including support calls?
