RC32 DirecTV&TVPower On/Off Problem

I cannot make my new RC32 remote and D11 receiver function properly using the DirecTV&TVPower switch.

The D11 receiver will power on/off with the mode switch set to DirecTV and using the PWR button. Ditto the TV.

But the DirecTV&TVPower switch seems to be inoperative.

Any ideas?
